The only practical only way to reach the city, ever since a rock slide blocked off the main track up to the ledges, is by air. Therefore special plateaus have been levelled out to provide safe landing strips for winged mounts; eagles, dragons, insects, whatever they may be. I wouldn’t hang around though; some of the landing animals have very sharp talons.
